This is a Java map editor application. Well, it's a start.

Since I never finished it (yet), it's only available in German.
Just download one of the packages, de-compress them, read the
how-to for information about what's working and what isn't and
use "start.bat" (Windows) or "start.sh" (Unixes) to run the
application
